She took a two year break after the birth of her second child. She appeared in the Thanksgiving episode of ER and has just finished shooting an episode of Close to Home, though no air date has been set for that yet.

Urmm.are we sure we're talking about the same Elizabeth Anne Allen here? Because no other websites mention her having any children, and ImDB doesn't list her being in any episode of ER.

Her filmography states her last job was 2007. Why can't Joss Whedon give her a job like the rest of his former castmates? Dollhouse could use her.

Either she has a piss-poor agent, or has decided to not work too much (focus on family, etc.)
Hollywood MUST know she has talent.
