Most of the time it's the venues that make up the prices. The venues pay the guest, and they take the separate money collected for each autograph. Some celebrities even disapprove since it is a lot of money, and there not even getting any profit off of it.

$20 is the standard at any convention, for the most part. Did you notice that EVERYONE was charging that much? Many places even enforce it, despite the talent wishing to charge less or nothing. It's not just Mr. Atkins.
However, very few, if any, charge to have a picture taken with them. Some do ask that you purchase something first, which is a bit obnoxious, but whatever. Chros Sarandon, however, asked for $25. THAT is a bit unreasonable. -

If Tom Atkins is still only charging twenty bucks for a signature, that alas is now a bargain considering that there are now celebrities at conventions charging up to forty dollars just for an autograph!
