For someone not into silly celebrity garbage, you have certainly set your myopic sights on obsessing about Chapa, the silliest of celebrities. Please do us all a favor and tackle away. It is way past time to put up or shut up.

Chapa is a minor celebrity for
Blood in Blood Out
. Where I live, in Southern California, there is a culture of people largely, but not limited to Chicanos who tend to focus in on minor movies, stars, music, etc. that is meaningful to them. A thing could be totally unknown in the mainstream of the vast country of USA, but in the Chicano community (for lack of better term), practically everybody knows it.
For instance, everyone knows, if not listens to, the Armenian-American disc jockey Art Laboe. But Im betting you never heard of him. Hes no passing fad; he basically promoted Rock n Roll single handedly in the Western US, and invented the idea of oldies music. Not an insignificant celebrity.
A minor point, but I suspect thats how Chapa has gotten fame/mobility. It all goes back to Blood in Blood Out, which is an essential Chicano / gang movie.
Siskel and Ebert, now both deceased, were perhaps the most famous film critics in America. Not a bad thing to know. Youll often encounter recently-deceased Roger Eberts name in conjunction with film criticism - not someone to scoff at!

haha, its true! But if you dont get the style of Southwestern U.S. Chicano / Mexican-American stuff, none of the Chapa stuff makes
any
sense. I mean, some of it, despite being bad, does make some sense
Basically, he is creating B-movies that can be
counted on
to have a cult following (i.e. rather than accidentally/suddenly becoming cult favorites) because they have an instant appeal to Chicanos. Thats why he always tries to play up the Mexican side of his heritage
And thats why the films where he DOESNT play to Chicano heritage at all are the most horrendous failures of all.

The story in brief is that Chapa took his success acting in that movie which as you know is a Chicano cult classic and tried to make his name as a
director
. He first made Chicano or gangster California movies, presumably to attract the BIBO audience. But, being really from Ohio or something, and only part Mexican and barely knowing Spanish, he branched out into trying to explore other sides of his identity with hilarious results. He gets clueless people in northern Europe to support his film projects. Then seem to be under his thrall, kind of like when bad, has-been bands make it big in Japan.
