Well it says in the Trivia section that Ray's autobiography says he tried to save his brother but was too late. I guess at first he thought he was kidding around. That makes more sense than the weird way the movie depicts it.

I think the movie did try to depict that Ray thought George was initially kidding around but I agree, it got weird, and then he just froze, likely not realizing George was drowning. But the scene was hard to understand and was conveyed as if Ray didn't end up doing anything to save George. I actually thought Ray froze because he might have not been able to clearly see George (that possibly he was starting to lose his sight.) but that wasn't it.
Also, I am not sure what the OP meant by "what's true". That's a very broad and general statement.
