He has a big role in
      Bad Santa
, which is, by the way, a very funny movie, although not appropriate for all tastes.

I don't know. I've only watched a few movies of his filmography, like
          Me, Myself & Irene
          ,
          Bird
          ,
          Beetle Juice
          and
          Return of the Jedi
. And, to be honest, I only recall him from
          Bad Santa
          .

In Me Myself and Irene he wasn't a gimmick. He just happened to hook up with Carrey's wife.

Tony was cast so that Carrey's
                Charlie
could interact for Tonys charecter to get insulted

Yeah but his size had nothing to do with anything. Every character in every movie that crosses the main characters path is cast to interact with the main character aren't they?
If you are talking about the "you people" line then that was a racial thing. Still I think he was no gimmick in this film and he was quite funny!

                    you people

yeah it was most likely for his race. Has there ever been a short person who wasn't a gimmick in a film? I never saw that Peter Dinklage film

Verne Troyer played 'Mini Me' in Austin Powers, i guess that was only because of his size.

What about Bridget Powers(a.k.a. Bridget the Midget) in the movie SWAT with Sam Jackson? She just played a news reporter. I think we've got a winner!

What about Kramer's friend in Seinfeld? Can't remember his name I guess it wasn't a movie, but it's still a good example, I think.

Mickey! Played by Danny Woodburn. Yeah he was cool. Remember the episode where he went with Kramer on a double date wearing the same shirts and everything! That was a great episode! "I love Merlot!"

There was an episode of CSI that involved a murder at a "litt5b4le person convention" in Las Vegas. Obviously a show like CSI doesn't rely on gimmicks like that. I don't remember if he's in that episode, but I do remember seeing one actor that looked kinda familiar.

This guy has had two of the funniest smaller roles I have ever saw in movies. His short role in My Myself and Irene was priceless (she'll be eating blubber as soon as I free Willy). And Bad Santa, well do I really need to say much about it. He has not been a gimick at all, but has really made some great movies much better than they could have been
