I was just watching RFK Jr. on The Daily Show and he seem to have something wrong with his speaking. Maybe something neurological. Does he have some kind of condition or is he just a nervous public speaker? I find that hard to believe in the Kennedy Family. I googled all over the internet and find nothing about it.

Some really old teacher at my school that has parkinsons talks like that, but to a more severe degree.

The disorder he has (spasmodic dysphonia) has nothing to do with his heroin addiction nearly 30 years ago. However, it is made worse by stress, being tired, etc.
