I doubt it. I think Putin just wants a quick end to the conflict. After all, he's taken most of Donbas and wants to look like a victor to the Russian people. The last thing he needs is another war like the one Russia fought in Afghanistan during the eighties. That war dragged on for too long and devastated the Soviet Union.
