Countries. Every single Foreign dog who has been illegally collecting U.S. Taxpayers Money should be hunted down and brought back to the States for Justice.
On top of that there $ 4.7 Trillon that is not accounted for in the general fund.

If they worked here legally, paid into it, and retired to a foreign country then they're entitled to collect it.
