I appreciate his passion for the protection of the ocean from single-use plastics, but what gets accomplished by him cutting his hair off? Is he auctioning it off and donating the proceeds?

Yeah it’s like the ASL ice bucket thing. Why can’t you give a donation to charity without throwing ice over your head? How does him shaving his head raise awareness of plastic in the sea? He’d be better off filming himself collecting plastic from the beach.
