I will never understand why this guy keeps recycling the same jokes in all of his shows. What the hell is so damn funny about lotion or ointment? What is humorous about someone saying the word "hobo"? Am I the only one who doesn't think lasagna and spaghetti are funny?

It's called a running or reoccurring joke. They are used all the time on TV. It's just most people haven't had as long or successful a carrer as his making the same kind of show. It's more noticeable when you take into account that he has been doing comedy directed at kids and teens since the 90's for the most part on the same channels.
A lot of others do it's just not noticed because people usually don't have long term attention spans and won't realize the guy doing their favorite show did that show the loved years ago. When I tell people I watch iCarly or Victorious they always say "Nick shows were better when I was growing up and suck now". When I ask them what shows they liked on Nick the vast majority say Keenan and Kel or All that. I then chuckle and tell them that the same dude makes them and his humor hasn't changed.
Who knows why he has a fascination with Hobo's maybe a member of his family was one or he just finds it to be a funny word.
As far as Wisconsin, he has said many times that he used to go there all the time as a kid
