What's Up with Comb Over?

I saw that Time Life collection of early R&R hits yesterday and he still has that comb over that I remember from his mid 70s comeback. Then they showd clips from the early 60 and he even had it then! What's up with his hair? Does he wear a rug (like on his IMDb photo)?
