I can never settle down and get on a sleep schedule, assuming I will when I work.
I can't relax and feel good. I have to keep eating to heal my "diabetic nerve pain," as well sometimes.

Eating will not cure your diabetic nerve pain. You need a structured, nutritional, healthy diet that does NOT include junk food.
Your sleeplessness is caused by your psychiatric condition and you should be on psych medication
