I think he just expects the budget to fit the story.
Hellboy not being a dominating force wasn't really his fault, it came out the same summer as Iron Man, Indiana Jones and the Dark Knight.
Despite Hellboy doing really well on home video, there's only so much money on the table any given 5b4summer.
And Pacific Rim was too out there for most audiences. A lot of people thought/think giant robots v. Giant monsters is a joke and it suffered for not being a superhero movie, and actually delivering on its promise.
Crimson Peak - too old fashioned despite being great, and was never going to fill theaters for multiple weeks.
Del Toro needs an easy win on a mid range budget, unfortunately those budgets hardly exist anymore and his passions and ideas are out of step with the mainstream.
Like Cuaron and Innaritiu, he'll need to swing for the fences with an idea that's not related to monsters, ghosts, or vampires.
But then again those are the things that make him unique
