okeyi can tell u something..its nothing really..
I have been playing in a play in Norway which has been written by Bertold Brecht. The director i worked with is JANOS SZASZ (search for him at IMDB.COM).
Then one day, Liv Ullman was at the theatre to talk with some friends. I sat next to her and startet talking. She is an incredible women! Unbeliveible!! Talked about anything!!

As well as Liv Ullmann's magnificent work in all those Bergman movies, he got great performances out of actresses like Bibi Andersson, Harriet Andersson and Ingrid Thulin.
There are a lot of splendid French actresses who (generally) aren't as widely celebrated outside their native land: Isabelle Huppert, Jeanne Moreau, Juliette Binoche, Sandrine Bonnaire, Emmanuelle Bart, Isabelle Adjani, Catherine Deneuve, Nathalie Baye
Of American actresses, I'd definitely list Gena Rowlands, Geraldine Page, Ellen Burstyn, Sissy Spacek and the late stage actress and Method pioneer Kim Stanley she didn't make many movies, but watch her performances in The Goddess, Sance on a Wet Afternoon and Frances and prepare to be blown away. Of the younger American generation, I find Jennifer Jason Leigh an astonishingly gifted and powerful actress, and the underrated Laura Dern gave very strong performances in Smooth Talk, Rambling Rose and Citizen Ruth.

I've put mine in alphabetical order, as I couldn't find a way of ranking these women, apart from to say that all 10 of them have, da0in their respective films, blown me away, they were so good:
                  Annette Bening (Being Julia)
                  Mia Farrow (Rosemary's Baby)
                  Katharine Hepburn (On Golden Pond)
                  Diane Keaton (Annie Hall)
                  Diane Lane (Unfaithful)
Vivien Leigh (A Streetcar Named Desire)
                  Laura Linney (The Truman Show)
                  Melina Mercouri (Never On Sunday)
                  Michelle Pfeiffer (Love Field)
                  Liv Ullmann (Autumn Sonata)
And certain women who have just been continually impressive in everything they do include:
                  Julie Christie
                  Bette Davis
                  Sandy Dennis
                  Ruth Gordon

I just have to say Liv Ullmann was magnificent. Maybe I should say IS, since she is still alive. What makes her one of the very greatest, is that she really was acting. You can rarely know if a person is acting or not, many in a very big degree plays themselves.
Liv Ullmann has a complete different personality than the roles she played. She is intelligent, and I very rarely see people as interesting as she is. I know many people through time have gotten a shock when they found out how she is in real life.
I think some of the lists made here are good, but I don't fancy Kate Winslet or Julia Roberts. I have no idea why they can be on any list!

And where is Gong Li in all this hubbub? Not for her American movies, but her work with then-husband Yimou Zhang.
One could say the same of Ullmann. In Swedish (and with Bergman) she was one of the best actresses in the world. In English, forget it (but then she had to do crap like 'Lost Horizon' so she can't be totally to blame)

-Liv Ullmann (of course, i'm half-agree with you)
-Ingrid Thulin (Cries and Whispers, The silence)

-Harriet Andersson (Bergmans most expressive and camaleonical actress)
                              -Ingrid Bergman (swedish power jaja)
-Ana Torrent (little actress of El espritu de la colmena and Cra cuervos, and latter Tesis)
