I don't know if you're saying that because of The Soprano5b4s or because you actually think he looks like that. I honestly don't see much of a resemblance in that picture but in The Sopranos (season 6) there's a scene where Phil Leotardo (played by Vincent) is talking to his captains about what to do with Tony and Phil says "you know that fat ****sucker says I look like the Shah of Iran?". https://www.youtube.com/watch?v=DBi2rwYE0Hg @ :32

He'd have you whacked for saying that, but no the Shah didn't have a comparably impressive hair helmet.
Frank's hair is awesome, but it can't stop a bullet
