Who is the guy that played the jewelry store employee during the episode in which Lamont buys a ring for Janet? I've seen him on many shows playing an annoying character, but I can never find his name.

You may be thinking of Frank Nelson. If the actor you're referring to is the guy when asked "Excuse me?" would turn around and say "Yeeeeessss??" If so, he died in 1986.
