Why isn't this guy ranked up there with Brando, Pacino, Duvall etc?

To me this guy is underrated. I remember seeing him in Scarface for the first time as the crooked cop Mel. But he's been in movies prior to that. This guy should be up there with the all time greats.

Because Hollywood tends to be stupid and makes average actors out to be great actors,while the truly good ones,like Harris Yulin,are put on the back burner. (So to speak).
