Whenever I'm on a board of a young actress there is always a thread like this, takes me back to be a 16 year old and having adult men say inappropriate things to me and follow up with if you were older. Makes me cringe.

Predictable, yes, but there's nothing creepy about it at all. She is now a legal adult - never mind that she's been a biological adult for years, and biology ruled over this matter for thousands of years before government started intruding on people's personal lives - so you've got no ground to stand on.

It's not that she people like her now that she's older. What makes the thread creepy is the fact that these guys can't keep these thoughts to themselves. What compels you and them to share on a public message board what you would like to "do" to her?

Because they can't share those thoughts anywhere else. Otherwise, not only are they branded a perv (all guys are, duh), but they would also be able to attach a face to it as well.
Through the anonymity of the internet, people can express how they feel without compromising their identity.
If you would like to continue to live in a bubble where ideals reign within, and avoid interacting with demeanors that don't suit you, then don't come to public message boards.- The General has spoken.
