Previously she was stated by James Gunn to be replaced but the success of Barbie has apparently changed his mind.

James Gunn and Peter Safran are set to start fresh with their brand new DC Universe. However, it seems as though Margot Robbie is still set to return as Harley Quinn.
This isn’t the first time Margot Robbie was speculated to return as Harley Quinn in James Gunn and Peter Safran’s new DC Universe, with Gunn previously speaking out about a rumor stating she was barred from appearing due to a contract with Marvel Studios.
