Gotcha, so every girl who wears her hair short is suddenly a boy? It's called a tinkerbell cut, alot of women wear it, and I think she wears it pretty well. Robin Wright wears her hair short on House Of Cards, do you think she looks like a dude? I give credit to women in the spotlight who wear their hair short, you gotta have a face for it since you can't hide behind it like with long hair. Bieber definitely has an ambiguous gender thing going on, that's why it's so funny when female actors impersonate him like on SNL, but any idiot can tell Sami Gayle is a girl. If it bothers you so much don't watch the damn show.
