Such perceptions likely come from the fact that the American culture is dominated by very insane ultraconservative views(intense propaganda) that treat teenagers like pre-teens("underage" and what not.) Ridiculously high ages of consent both for sex and alcohol, yet they can be put in handcuffs even below the age of 10(and charged criminally, easily sent to mental institutions) The situation is very different in Europe and many other places, where they are viewed more mature, in some countries can even vote at 16. Something is wrong in America, there's a form of hardcore ultraconservative totalitarianism.
