    Keep in mind, I'm not referring to an effect that looks dated now but was fine for its time.
    Anyway, for me it's that scene in
    Jaws 3-D
    when the shark breaks the glass. That effect was terrible even for 1983.

          I still find that effect creepy.
          For its time it shocked many and I saw it as kid on t.v. in the 70's and was freaked out big time.
          Many peeps are afraid of spiders and it made sure to keep that fear instilled in them.

                  The criteria is simple; if it's below par even for it's era, it's a bad effect.
                  Another example I'd pick is the CGI for Ang Lee's
                  Hulk
                  . Even contemporary critics and fans said he looked fake.

                    I've never seen this.
                    Just like there's a very thin line between corniness and brilliance there's a very thin line between creepy and ridiculous.
                    If this style can be redone today the right way it could be profound.
                    To me the music screws it up. The powerful score takes away what's happening.
                    Take away the music, make it more personal and you got a really creepy moment.

                            Are you really lumping in the comprehensive term "CGI" as the worst special effect?
                            CGI is practically a synonym for special effect. It is used in any movie post-2000 with a special effect.

                              Not all CGI…..
                              Some stories simply lend themselves to this wonderful technology.
                              I am a HUGE fan of the 1930's King Kong. THAT was great technology!
                              I find what they did at that time, amazing! I'm impressed.
                              I am only saying that that Peter Jackson's King Kong is a superb example of CGI and the incredible advances in technology.

                                Yes.
                                But since the board is asking for one particular example, I would have to say the dinosaur stampede in Peter Jackson's King Kong remake. It was so bad, I mentally checked out of the rest of the movie and have hated it ever since.

                                          Superman 4's effects were dead on arrival. The original film made 9 years earlier had better flying effects.
