Gemini twins only merged bc the coven made them in order to choose the future leader. There's no coven anymore, therefore, no one would make them merge.

I googled it and it says: The number of persons involved may vary. Although thirteen is considered ideal, any group of at least three can be a coven. A group of two is usually called a "working couple"
