I don't know what Damienracer wrote since he's on my ignore list, and therefore your "hurricane" comparison doubtless applies. And I don't even know which movie you're talking about. But nevertheless, no movie is "objectively" one of the better films of the series. Though it may be the favourite in most posters' feelings, meaning there is a sort of universal agreement, this still doesn't make the opinion "objective".

Well the main reason why I would definitely put QOS in my bottom five myself is because it suffers from illogical character decisions in the plot, and really really poor editing. The worst editing in the series by far.
TND has much better editing and a much better plot and villain for me. I wouldn't put OP as one of the worst. It's a by the numbers entry, even more so than other ones such as MR. But it does have some good individual moments in.
My personal bottom five, would probably be:- QUANTUM OF SOLACE
- A VIEW TO A KILL
- THUNDERBALL
- THE MAN WITH THE GOLDEN GUN
- DIAMONDS ARE FOREVER/LIVE AND LET DIE (I can't decide which is worse).

Verily I say unto theecertainly NSNA and QoS should be included in not just the bottom 5 Bond movies but also among the worst films ever made (I would say QoS is the very worst in the history of cinema) As far as the remaining three in my bottom 5 I would place TMWTGG, FYEO and TWINE.

Its really hard to decide the "worst" Bonds. Some here have no problems, but I think most Bonds are really fine movies, and words like "worst" and "baad" doesnt come natural to me. Even Quantum, cold, charmless, and neurotic as it looks, is really a suspenseful film all in all.
NSNA is clearly underachieving. But underdogs like DAF, TMWTGG, OP and AVTAK are gems to me. The "small sized" look in some Bonds dont bother me at all.
It s true that (my points/max 10)
AVTAK (8)
DAF (8)
LALD (7-)
NSNA (6)
DAD (6)
QOS (5+)
has many dislikers, and those who think these are the weakest.
These are the ones I am least interest in:
SF
QOS -

I say the following:
NSNA (the worst of any cinematic depiction pertaining to Bond, worse than Casino Royale(67') and worse than James Bond Jr.)
DAF (the worst of the Eon films)
DAD (absurd and ridiculous)
TMWTGG- (Boring and painful to watch Moore's fight scenes).
LALD- (Painfully Boring)

I'm surprised to see so much hate for Live and Let Die. Tomorrow Never Dies doesn't belong anywhere near a bottom 5, nor does TWINE. Both are underrated.
My bottom 5 are- A View to a Kill
- Never Say Never Again
- Quantum of Solace
- Octopussy
- Spectre or TMWTGG for the final slot.

Consensus among the pseudo-fanbase would likely be:
MOONRAKER
A VIEW TO A KILL
DIE ANOTHER DAY
QUANTUM OF SOLACE
DIAMONDS ARE FOREVER
But real fans know it is really this:
Quantum of Solace
The World is Not Enough
Licence to Kill
Skyfall
Diamonds Are Forever
It is allowable however to swap in Spectre, The Living Daylights or Thunderball. But under no conditions are any of Moore's films to be touched.
