Without a doubt Casino 1995 - bloody end was sad, unexpected and just wrong. However still a number one for me.

I know you asked for more modern films but you have to add these two classic slow builds to the list:
The Deer Hunter (1978)
Straw Dogs (1971)
And if you like slow builds you really should give 1970s thrillers a chance since it was before the time directors decided they would lose their audience's attention if they didn't introduce an intense action scene in the first 5mins. If you haven't seen these, they are a good start:
Marathon Man (1976)
All the President's Men (1976)
