Fortress (1985)
Over the Edge (1979)
(IMDb says it's from 1979 and that it's a theatrical movie, but it originally aired on HBO in 1981. It was made for the theaters, but was shelved before it was ever released in theaters and was first seen on HBO)(after its success on HBO it was released to select theaters for a short time in 1982).

Final Jeopardy is a great tv movie starring the actor who played John Boy on the Waltons. It's about a couple who find themselves stranded in the bad part of the city at night, and have to flee a gang. It's a familiar storyline but never done better than in this TV gem.

I second High School USA (1983), that was a really funny TV movie.

The Wave (1983)
- An "ABC Afterschool Special" about a high school teacher who creates a social experiment to teach his students about Nazi Germany.
The Day After (1983)
&
Threads (1984) - The former is American and the latter is British. Both are bleak and depressing movies about nuclear attacks. The Day After goes into more detail about more survivors, but Threads goes more than a decade after the attack.
