You're almost better off making the movie yourself and it catching on than sending a script to Hollywood and having them make it.

If I made or produced a short movie for about £5000 I would then have to distribute and advertise it, and I don't think people would pay to view it online. How would I recover my costs?

It's a big gamble. Most likely very few will see your movie and you won't make your money back, but if the movie is good enough then there is a chance it could gain a following and things could take off from there. This is how a number of top directors got their start, including Richard Linklater, Kevin Smith, Darren Aronofsky, Peter Jackson and more. All of them self-financed their first movies and then went on to major Hollywood careers. If they sent their scripts to agents the movies probably never would have been made and we wouldn't know their names.
