It's either very old (pre-WWII) or from a very rough print. It also seems European or perhaps rural New England.

Hmmm… I don't think it's Kes and I think most of the other British films I know from that era would have been shot in or around London.

It was shot in Lancashire, to be more precise.

                  No.
Another clue - famous English actor had his second earliest role in this film.

Cool, great film too. The kids think that the escaped convict living in their barn Alan Bates is Jesus!

Dazed guessed it right. It is WHISTLE DOWN THE WIND (1961).
Famous English actor in question was Alan Bates.

I was literally about to say come with the same answer but I didnt guess it i looked it up. Typed in " 1960s films set in north west england " and the first thing that came up was a reddit post about this movie, so i looked it up on wiki and saw the 3 kids on the cover and was like B-B-B-BINGO!!!
And honestly? you should up your game and make these harder, if a dumb dicknose like me can find it in less than 5 minutes.
