I don't know why if the car happens to be in front of a car wash alone makes a difference in this picture.
There are lots of ways to get the ball out.

The first one is extremely easy, as the obvious answer to that one would be the third option since it’s missing the welcome sign.
The answer to the second question would likely be the first option, and I’m going to take a wild guess as to why that could be: Car washes are often drive throughs, and there are often people cleaning the vehicles from the outside. The blood splatter would also get washed away. It’s also inside, leaving it hard to spot.
I don’t think it’s the person driving their vehicle by the police station who escaped for obvious reasons. If someone were to get ran over by a gas station, then people would be able to spot it since it’s in an outer area.

If we know the cars were not all at the car wash, we could say the one by the car wash.
