How come there are no green stripes on the arms of his sweater in this movie but the rest of the movies there are? Why would they even use the sweater without the stripes on his arms to begin with? It doesn't look right.

There was a rush that season on sweaters with striped arms. It's all the costume designer could find in the men's department at the time.
but the rest of the movies there are?
Because of the backordered striped sleeve sweaters from the previous year, an influx in the manufacturing of said sweater was increased, and ever since then people have been able to fulfill their striped sleeve sweater needs.

Maybe it was a costuming decision made in consideration of the long-arms scene. If Freddy has stripes on his arms, how would those need to appear on a sweater with long arms? Bigger stripes or more stripes? Maybe a decision was made to go with no arms.
I doubt you can buy a striped sweater without striped arms, so someone made this decision for a specific reason.
