Are foreign movies generally more capable of evoking emotion than American ones?

I can't think of many recent American movies that struck a chord like Land of Mine. There's a plethora of foreign movies I've seen like this in recent years though. Limited budget, but so much talent.

Ironically a part of the reason is movies with emotional depth are too complex for an international audience. Much of the profits now come from overseas, and to appeal to an audience that stretches across cultures, the themes have to be as broad as possible. Action movies have proven to work best.
