Surprised punk rap never took off

Meh, it worked as a novelty but I couldn't see it really taking off as a genre. Blondie's "Rapture" (if you consider that punk) was pretty good and one of the earliest examples. Hardcore bands started toying with rap around '83-'84 (Youth Brigade's "Men in Blue", 7 Seconds' "Colorblind", False Prophets' "Banana Split Republic", Tesco Vee's "Crapper's Delight", etc) - thankfully these were all one-offs.
Beastie Boys are the great exception, of course. I never got into them and I didn't like that crappy hardcore EP they did before they turned into a full-fledged rap band but I guess rap/hip-hop was their true calling.
