Its a disgusting propaganda film. I know its funny to us sensible people who know that weed is way less harmless than a lot of legal drugs, but you should think about one thing: What about thousands of people who went to jail for a few years just for smoking a joint? What if it was you? The comic value of it would quickly disappear. We have to legalize it. And the only way we do that is to get the masses on our side with facts and the truth.

I remember the weak sauce ads in California for prop. 19.
I would run ads like:- family man who was separated from his family (and went to the same place murderers and child molesters go) for doing something a lot of presidents, including obama, did (put some pressure on the president, who if he was caught wouldnt be standing where he is). maybe with some statistics how many people would be in jail right now if they caught everyone who lights up a joint here and there, and if they locked up everyone who even tried it.
- list of famous successful people who smoked pot and their quotes about ganja, and a slogan: does that look like a strung out worthless pothead to you?
- the drug gang view. compare it to rum runners. no illegal drugs, no profit for them, no drug gangs.
- compare it to alcohol, shots of bar fights, then a shot of a relaxed crowd at a reggae festival spreading the love. also use the violence on women angle.
- hard facts about weed and compare it to other legal drugs, then make the argument that if those legal drugs were illegal you would have gangs dealing and fighting over that drug
- monetary angle: how much money is wasted on deterring use, production and sale of a drug with insignificant negative effects, and also how much money is wasted on housing the weed convicts in the prison system, courts, parole officers etc, and most importantly taxing weed vendors and what that money could be used for (education, health treatment facilities etc.)

I didn't really think it was funny, but it was very interesting for its historical significance. Of course, you are right about it being propaganda, but at least it was very entertaining. thoroughly enjoyed watching this classic.
