The ruby slippers must have been hard on the feet for long distances. Dorothy must have worn them periodically to guide her, but most the time she wore a pair of walking shoes.

It's in the scene where the trees attack the scarecrow after Dorothy tried to pick an apple from one of them.
Like Gameboy said above, she wore those shoes because the ruby slippers were uncomfortable …but it got overlooked by the film editor.

No, but I'm saying even within the story, an explanation could be that the slippers were not meant for long term hiking. And what if they get mud on them?
