It is indeed Mozart's "Turkish Rondo" being played furiously on the harpsichord by a young woman. I notice in today's NYT that the 86 year old Alicia de Larrocha has died and she was recognized for one of the great interpreters of Mozart and for her consumate artistry at the keyboards. The casting list doesn't mention who the pianist was in this '39 Wuthering Heights but her international fame would have made Ms. Larrocha a possible candidate as the performer during that time. Anyone know?

I believe the harpsichordist in question was Wanda Landowska (July 5, 1879 August 16, 1959). The piece used in WH was Rondo Alla Turk (Piano Sonata No. 11 in A major, K. 331: III. Alla Turka: Allegretto, "Rondo Alla Turk").

Wanda Landowska could not have been in Wuthering Heights as she didn't arrive in the United States until 1941, two years after this movie was made. The harpsichordist was actually Alice Ehlers, who was Viennese.
