If you consider that it is a work of fiction but based a a real-life and very powerful man (plus other factors) I would say this film is unique. A great movie also.
I recommend you read the IMDB trivia-

Not very similar but if you want depth try Andrei Tarkovsky's films,
        like Andrei Rublev,Stalker or Mirror(Zerkalo).
and Sergei Parajanov's,mainly Sayat Nova and Shadows of our forgotten ancestors.
        There's also Lars von Trier,Bela Tarr,Eric Rohmer,Michael Haneke,Taviani Brothers,Terrence Malick,Carlos Reygadas,Krzysztof Kieslowski(Decalogues),Frantisek Vlcil and I find much depth in Kubrick too.
These people make some deep films, but maybe you're looking for a particular similarity to Kane.
and as written above,8 1/2,great film.

            Definitely Ditto on:
All the King's Men (new version)
            There Will Be Blood
Also - older version of Great Gatsby
            What hump?

"Lawrence of Arabia"; its narrative structure is very similar, it starts with the death of the main charachter and then his life is told in flash back through the point of view of the different people who met him. Like Kane, Lawrence is somewhat of an angel fallen from grace, victim to his own demons and profoundly unhappy inspite of a shiny and glorious appearance.

Anything by Orson Welles. Double Indemnity. The Third Man, which is very similar and even has Welles as an actor.
