are things sometimes said backwards e.g. "Theatre royal" or "brothers Grimm" is it to make it sound fancy and French?

I am very perfect in excelling, in grammar, and I got a 34 on the ACT but thought I'd get a perfect 36 and maybe in Math. I'm not so good a the reading or science questions.
