Mr. Owen didn't have to lure Rogers out. Rogers is the servant, and he's expected to keep servingthat's why he's still serving pre-dinner cocktails even after he announces that he's "not going to serve any dinner". One of his duties is to chop wood for the kitchen fire (they didn't have gas or electric stoves back then).

Actually HE drank the cocktails because nobody else would, and then announced he wasn't going to make any dinner because they thought he was trying to poison them. They suspect him, he suspects them, he wouldn't come out of the shed in the dark for any of them with them thinking he's a murderer.

Okay, 42:00the secret ballot scene. Miss Brent doesn't drink the cocktail Rogers puts down next to her, but she's got a bug up her religious behind about alcohol anyway, and in the previous scene, it's implied that she suspects Blore. Lombard takes a cocktail. Blore already has a undrunk cocktail next to him, as does Cannon. Vera comes into the room holding a cocktail. Armstrong declines to take one, because he's still putting up the "I never touch the stuff" frontthen abruptly changes his mind and drinks it all, with Rogers standing there in front of him.
When Rogers is accused, he demands to know who voted for him, and Armstrong replies, "Well, who didn't drink the cocktails you just served?" Answer: Blore and Cannon. Rogers goes on his drinking binge, and makes the pronouncement about dinner, to the consternation of the guests.
But in the very next scene, Rogersstill clearly a couple of sheets to the windis serving dinner. He starts passing around the serving dish containing the food, but he's still too drunk to pay attention to what he's supposed to be doing. Miss Brent tries to take food off of it twice, but Rogers moves the tray out of her reach both times, first to respond to Cannon, then to Armstrong.
He moves over to Lombard and Vera's side of the table, and the same thing happens with Verashe tries to take something off the serving dish, but Blore asks Rogers a question right then, and Rogers takes the dish out of her reach to respond.
When Rogers gives his non-confession confession about his former employer's death,
that's
when Vera loses her appetite and refuses the food he offers her. Lombard, however, has no such scruples and helps himself. So we have at least four people who are willing to eat and/or drink what Rogers gives them.
Only one person genuinely suspects Rogers at this point - Blore. Cannon voted for him, but since Cannon himself is Mr. Owen, he obviously knows that Rogers isn't. My guess about the vote is as follows:
Vera voted for Armstrong
Miss Brent - Blore
Armstrong - Miss Brent
Blore - Rogers
Cannon - Rogers
Lombard - Cannon
Rogers - Lombard
And yes, he wouldn't come out of the shedbut it was after his workday was done. He had no reason to do so. Comes the next morning, however, he has to do all of his normal duties AND the ones his wife would normally have taken care of. One of those duties is to chop wood for the kitchen fire. Also, he has to be hung over at this point, which means that he's thinking even less clearly than he normally does.
