I found the interplay between the police captain and the Lt. Col. Interesting. At the beginning Clint Reed (Widmark) is all over city officials to do something. When he feels that police captain Warren (Paul Douglas) is taking a bit more of a "so what" attitude than the situation warrants, Reed is all over him.
But as the movie progresses the police captain becomes much more serious and intent and the colonel much gentler and understanding. I also noticed that the policeman represented a more right-wing persona to the doctor's left-wing persona.
I also felt Kazan did a very good job of representing both ideologies without giving too much weight to either.
All in all I think this is Kazan's best.

I too really liked the way that relationship was handled.
A dislike becomes a grudging respect that grows into a friendship.
I especially like the ribbing that they give each other at times.
Time for a new signature, perhaps. Hmmmm
