Mask of Murder stock footage

The episode "Mask of Murder" is half set in Rio de Janeiro, but actually was filmed in Hollywood with stock footage in some scenes, but obviously a lot of extras were hired for the shots with Craig Stevens clearly in them. I wonder where the stock footage came from. Lots of people have shot the Carnival in Rio, but Orson Welles shot some footage of it in the 1940s for RKO but the film was shelved. I wonder if that might have been the source for the stock footage in this episode.
