I think he was because he always picked on Barney because he was smaller than him but when confronted with someone his own size or bigger than him he was more often than not scared.

Fred Flintstone as a character has some bullyish behaviors and a lot it came from the flaw of having a big mouth. Although at the same time, he often got put in his place or made to show he "couldn't live with himself" (which was taken quite literally in one episode)
In a way, Fred can be a bully when he wants to be, but plenty of times this ends of paying off in either a heartfelt he realizes he was a jerk or gets put over by someone giving him a taste of his own medicine. I'd call that a bully, but not a typical one. A flawed character yes, but in a way a lovable one.

He might have acted like one, but bullies generally tend at least i have seen or heard about it in movies tend to be up on kids smaller then them.
