        Go for "Night Tide" starring Dennis Hopper. It shares many similar elements, both thematic and visual.

          Freaks, The Haunting and Caligari were all well funded movies by famous directors. If you want ultra low budget with little known directors that manage to be worth watching then "Night Tide" is a good choice. Poetic with just the right amount of chill. Not many others like that in the US.
          There were some quality low-budget British horror movies make in the 50s/60s.

                      I never noticed that, but now that you mention it. Repulsion is one of my favorite movies. I think that COS also had a big influence of George Romero.

                          "Horror Hotel" (1960)with Christopher Lee. Very atmosphericlike Carnival of Souls. And just as creepy. Another one, though not as good as COS is "I Bury the Living" (1958).

                            Try "The Seventh Victim" a Val Lewton-produced movie from the 40s. Very creepy and unsettling.

                                    One movie that never got the kudos it deserved due to poor DVD releases and even worse original prints was this old Edward G. Robinson movie called The Red House. Brilliant no-budget moviemaking! You're more than likely find it in the discount bins at the supermarket, but I got my copy in a 100-movie Mystery and Suspense pack I picked up from Amazon.
                                    Another one you might want to check out is Orson Welles' adaptation of Kafka's The Trial. Luckily, that's gotten a proper remastered release, so it'll be easier to find. Lots of shadows and mysteries with no answers.

                                      Two words: Hammer Horror.
                                      You may have to hunt through some rubbish but for my money they made some of the best creepy, low-budget psych horror films ever!
