Reason for a bad final episode?

Been watching Attack on Cloudbase and Inquisition again, and have come up with an idea. We dont see Cloudbase except for stock footage White's office and Green's desk and chair in Inquisition.
Could the reason why we dont see the model of Cloudbase at all, is because it was heavily damaged during the filming of Attack on Cloudbase? I refer to the scenes where the Mysteron ships attack Cloudbase directly. Visable damage is seen, along with fire and heavy smoke pouring out. Could it have been known the next one was the last episode, so GA ordered Cloudbase severely damaged to spite the tv execs? -

It's doubtful as most damage would actually have been superficial and all of the heavy damage is done to a smaller model of Cloudbase. The reason you don't see it is because it would ruin the story. Every series from Stingray through to Joe 90 finished on a clip show.

I've been thinking about this, and there was a way around it. They could have had a quick scene with Colonel White in Cloudbase talking to Captain Scarlet on earth, and Scarlet saying he'll find Captain Blue, and then cutting to Captain Blue waking up. OK, it's still not perfect, but it could have been made to work.
