Rollerblading robots

I remember a very quick TV spot for a new episode of a TV show. There was a bunch of robots rollerblading outside. They may not have been robots, but people in armored suits. They looked a lot like power rangers except it was a show meant for an older audience. I think it was on one of the cable networks, I don't think it was a show on the Big Four, but I could be wrong. They were "rollerblading" outside in a city, there were giant business skyscrapers in the background. The "city" looked similar to this:

I got the sense that these characters were villains of some kind, like there may have been an announcer saying something like "Watch how _____ deals with these guys". I don't remember if they were a specific color, I remember seeing yellow.
I may be remembering some things wrong, I don't even remember when I saw this. It's one of those brief childhood things burned into my memory.
