I'm guessing late 19th century, but couldn't quite pin it down any better than that.
They do have some indoor plumbing, but still fill some washbasins from pitchers and have a pump on one sink and yet still have showers and indoor toilets.
They don't have electricity as far as I could tell.

Could be any time between around 1890 to 1910.
There are 8.2 billion people in the world. 8.19 billion of them have never heard of and don't give a fuck about Charlie Kirk. Get over it.
