Because the sound effect adds to the drama of the situation unless machines are doing it because they are airborne?
Something I noticed about that scene is how KITT just always just happened to have the right tool or mechanism for the job for the circumstance.
Here he just happened to have been outfitted with a grappling hook and cable!
Since when would he have ever needed them before?
Are the designers like, "What if a semi is chasing them and they are about to go over a cliff. What can we outfit the car with to stop it?"

Airwolf made this noise too when landing on a beach.

I thought the hook was to make a sharp turn like Batman 89 did. Michael took a big risk there on betting the woman would grab the wheel and swerve while they sat.

The Car didn't make the same roar but the face in the fire it made looked just like the angry face that appeared in the second World Trade Center explosion
