Was it ever explained how Henry was promoted to the rank of colonel? He never seemed to be the military type.

Ranking doctors had to do with them being doctors and not military experience.
Burns was a klutz as doctor but was a Major because he was rich.
I guess Henry is Colonel because of his age and he just seemed like a leader to them.
