Correct. If there isn't enough real laughter, the laugh track will be used to complement the proceedings. Some shows made throughout history, moreso in some eras than others, also used exclusively a laugh track as a live audience could be unpredictable with how they react to material. Or be inappropriate.

Sounds like mactach might be a writer for a sitcom and realizes his writing in utterly unfunny and must have a laughtrack to make it seem he is a funny and good writer.
Absolutely they used a laughtrack as do most shows out there. I don't have a problem with it unless it is egregious. -

Either the audience is acting like trained seals and forcing laughter on cue or else a laugh track is being used because I just don't see what is always so funny about it.
People laughed because the phrases were either silly or had a double entendre. It was the 1970s. It didn't take much to amuse people.
