Actually, The Simpsons was spoofing the original 'I'm Just A Bill' episode of Schoolhose Rock and they got Jack Sheldon (who voiced the original 'Bill' as well as a dozen other SR songs) to do the voice, so it can be confusing for someone who wasn't around when SR was first on the air.
It is supposed to be the same, yes. But SR came first, not the other way around. -

I love that SHR spoof. The song is on the CD "Songs in the
Key of Springfield", the CD of songs used in the first 10 or 12
seasons of the Simpsons. (The CD also has the Stonecutters song)
The lyrics are great tho!
"I'm an amendment to beyes an amendment to be
And I hope that they will ratify me
'Cause there's a lot of flag burners
Who've got way too much freedom
I want to make it legal for policemen to beat 'em
'Cause there's limits to our liberties
At least I hope and pray that there are
'Cause those liberal freaks go to far"
Boy says, "Why don't we just pass a law against flag burning?"
Amedment-to-be: "Because that law would be unconstitutional. But if we
CHANGE the constitution."
Boy: "Then we can pass all sorts of crazy laws!"
Amedment-to-be: "Now you're catchin' on!"
"And I will crush all opposition to me
And I'll make Ted Kennedy pay
If he fights back, I'll say that he's gay!
Congressman: "They passed you! You're in the Constitution!"
Amedment-to-be: "Oh yeah! Door's open boys!"
Other crazy bills ctart cheeringone holding a bomb gives a Curley-like
woo-woo-woo!
