    There was a story about a man called Steve Bloom who runs a bookshop in a small Yorkshire town. He charges an entrance fee of 50p, though it is refunded on the purchase of an item. When one person refused to pay the entrance fee, Bloom said some very rude things. He has been complained about before. One can not think that would be something Basil would do.

      Brits have been known to do that [although I think it is nice that he refunds it if you buy something.
      There is a british saying of 'spending a penny' to use the facilities. turns out you once had to spend a penny to use early public toilets.
